still not sure what my verdict is (one failure so far), but i can answer a few questions others had:

1) as others have mentioned, it arrived w/ no manual etc. however the meanings of the LED patterns are printed in tiny print on the side of charger itself, in morse code-like graphs.. and i did find the manual at the dewaltservicenet site, which i'll try to link to below

2) i was disappointed that after plugging in my b&d ps130 firestorm 12v battery, it first started to charge normally (slow on-off LED pattern), but after a few minutes said i need to replace my battery (rapid on-off LED pattern). however, this is not unreasonable i guess, since the battery is certainly a number of years old (hmm it's from 2000 if the first 4 digits etched on the battery top refer to the year of manufacture), though I only used it infrequently. somewhat worrisome, for a while it gave a high pitched whine in sync with the LED flashes after a minute or two of charging (before it switched to 'get a new battery' mode). not sure what that's about.

3) true these seem to have been recalled at some point.. but that seems to be in the year 2000 based on the article at the dewalt site, and refers to models with dates that begin with 99 (like 9927EM) or 00, which i'm guess means they were made in 1999 or 2000. mine has a date (it seems) etched on bottom of 200709DBF.

Customer Rating: 3 out of 5 stars - Dewalt DW9116 7.2 -18 Volt 1 Hr. Battery Charger
DEWALT DW9116 7.2-Volt to 18-Volt Pod Style 1 Hour Battery Charger Bought two of these at one time. Works great as they are supossed to but I noticed on thing after starting to use for the first time, the little yellow refurbish button is nowhere to be found, it's in the photo but not on the units I received. But in the end, I wanted the charger to recharge my 12 volt batteries, and they do that just fine.

On paper, the Mio DigiWalker P550 looks to be an attractive gadget for the mobile professional, combining the capabilities of a PDA and GPS into one device. However, its poor battery life and subpar navigation skills tell a different story.

Though it won't appeal to the masses quite yet, the Nokia N800 Internet Tablet is a nice, portable device for on-the-go Web browsing, and it has some worthy upgrades.

Though it has a few design and performance glitches, the Sony Ericsson W300i is a quality, basic MP3 cell phone.

Diesel vehicles have nearly a 50-percent market share in Europe, thanks to tax incentives and diesel-friendly legislation across the EU. Diesels are so passé there that you can buy a BMW 730d and no one will think it odd that your luxury car burns oil. Pull up in a diesel 7-Series in America and people would leer at you like you've alighted from an amphibious vehicle reeking of saltwater and dead trout.

But now, thanks to the oft-reported combo of newly-raised CAFE standards, not-so-newly-raised gas prices, and the 50-state diesel engine, GM, Ford, and Chrysler are about to dip more than a hesitant toe into the diesel game. Chrysler offers a diesel in the Grand Cherokee, but soon all three automakers will offer diesels in their best-selling lineups of light trucks -- the Dodge Ram 1500 is expected to offer a 50-state diesel after 2009. Light trucks are being used to lead the charge since those buyers stand to gain the most with the least amount of (perceived) sacrifice.

Diesels currently have 3.2-percent of the American market. Some estimates put them at 15-percent by 2015. That's a huge leap, and diesel still has plenty of hurdles. Diesels will come with a cost premium over gasoline-engined cars. That should be easy enough to conquer -- incentives and some quick cost and longevity calculations should convince people of the benefit. The real hurdle is the nagging issue of perception. The plan will probably be to attack that with a price that makes the proposition unbeatable. Said Chrysler's director of environmental affairs, "If it's priced right, we can sell diesel here. Diesel can give you an immediate poke in fuel economy -- 20 to 40 percent. Not many technologies can deliver that today."
